Probably not. It doesn't actually say anything but put pressure on local governments to support the first amendment. The Senate declined to get involved after listening to both sides of the issue. Even Lindsay Graham decided it wasn't a government problem even if he disagrees with the content of the books. Maybe now though, closer to the election, he's changed his mind.

I idoubt it, although it is a federal issue because freedom of speech is protected in the constitution.
