Pres Snow is the one who first created snuggies. His original plan was to have them as an obsical on the clock (must have read CF to know what the clock im talking bout is), but then he decided that an even better way would be to breed them and take over the world with them. So he traveled back in time with the snuggies to our time (b/c you'll remember that HG and CF take place in the future) and we know what has happened since then.
