So Jessa definitely has his powers, though it's not entirely clear what she caused and what he did after he started believing she was "just like him". The FBI guy Allen said to Santos that the boy's powers had a short shelf-life so to speak, but he was wrong; things the boy conjured up in his imagination died once he forgot about them. I think he died believing Jess was really just like him, which is why she still had his powers even after he died. He connected with her and truly believed they were similar, which we saw when he kept saying he wanted to be brave like her and overcome his fears like how she overcame her own.

In regards to the ending, I think it's up to interpretation. My interpretation was that the world does end, but only because things like pain and fear are a part of the human experience. Without even the ugly stuff we particularly like, then humanity itself couldn't exist. There needs to be a balance of good and bad. Jess realizes that it's not so easy to get rid of her fears just by her (or someone else) saying that she shouldn't be afraid, which I think further emphasizes that fear is just a part of the human experience and we can't fully rid ourselves of it as long as we're alive.

I saw someone else say that Jessa erased everyone else from existence, so maybe she is the only one left. She says she is finally fearless, so that interpretation makes sense since fear always stems from outside stimuli and not internally. If there is nothing and no one left to fear, then fear can no longer exist.
