Josie figures out the connection of the comb to Trinity, the former co-anchor Codie Lash and the Bone Artist. She also figured out that Codie and her husband weren’t the victims of a mugging but the Bone Artist. Did Josie have more insight than the NYPD because of her relationship to Trinity or did they misstep? How did they miss Codie baiting the Bone Artist?

Josie was looking for clues as to why Trinity went missing. She knew Trinity and was able to pick up that the comb was not her style. I don't think NYPD made a misstep in the murder of Codie and her husband. It looked like a mugging, and they weren't looking for anything else. I don't see how they could have caught Codie baiting the Bone Artist, it took Josie really looking for it to see it.

I agree. I don't think it was a misstep. NYPD was following the clues they had. Josie had a relationship with Trinity that allowed her to see more clues.

A new fresh set of eyes and her determination to find Trinity allowed her to see the connection where the NYPD could not.

Josie actually had more clues than the NYPD did at the time. She saw the pattern and knew Codie had to have received a note from the Bone Artist. The NYPD had no reason to think Codie was hiding it from them. While Josie had a leg up, she still showed some skills in assimilating all these clues.
