What's the Name of That Book??? discussion

I read this book a couple or few years ago and can't remember enough to find it again.

The protagonist is a teen girl who is a social outcast. She has some sort of powers that even she doesn't understand or quite know all about yet.

When she sees a bow she knows fall from a water tower she uses these powers to save his life. I think he starts to hang out with her or at least becomes interested in her after that.

At some point a very large dog starts to hang around her. She doesn't know the dog, but it befriends her. I think the dog was magical, possibly even a person in the form of a dog, but I don't properly recall that.

Also, there is a garden at her home that she has some sort of control over; or maybe it was just control over the weather in the vicinity of the garden. So far, that's about all I can remember.

Pamela, how does she save the boy's life - from drowning, by healing broken bones, etc.?

About how old is the boy? Is there romance in the story?

What do you remember about her family, background, location, etc.?

I believe that she somehow prevents him from slamming into the ground, so that he lands lightly. If not she heals him after he hits, but I'm thinking it was not that.

They're both teen aged and in high school. I think she has a crush on him.

I don't think her father is in her life, but I'm not positive. I also think it takes places in a southern state.

Do you remember what the cover looked like ?

Sorry, I do not remember. I read it a while ago on an old Kindle a friend let me borrow, so I didn't see the cover much. I've asked her about it and she doesn't recall the book.

What time setting was it (modern/old–fashioned)? What was the place setting (made–up/real–world)?

No names.
Seems like a modern American rural setting.

Long shot, Green Witch?

Not even sure if you're even still looking, but Beautiful Creatures comes to mind... though he doesn't fall from the water tower until book #3 in the series, iirc. And he's interested in her way before that incident... And I think these books are told from his POV, not hers...
