Are theatre programs considered book items?

Thanks Scott: can you kindly explain why not? They don't seem to be listed on the list of non-book items (though neither are they included in the list of books items)

On the one hand, they can be quite substantial, containing factual information on authors, actors and the historical background of the production.
On the other hand, they're essentially marketing brochures, and are in quasi-magazine format and don't have ISBNs.
