So I know that if an author changes their name and continues to publish books, the author page with the old name has to remain intact and linked to the books that were published under the old name. My question: is it within Goodreads policy to link the new name page to the previously-published books (without removing the page with the old name) in order to make sure they appear on the author's new page and people recognize that it's the same person?

Yes, the new name can be added as a secondary author on the previously published books should the author wish to do so.
