Appearance: Until I find a suitable decent picture, google images 'Vincent valentine' and that should give you a general idea of what his general appearance is. Pay particular attention to the cape, which as a major part of Vincent's appearance and also comes up in Vane, which Vane uses regulary as a set of wings.
Personality: Not wired for friendliness, as it were, Vane is highly unlikely to be seen in a city where there are many people. He prefers being alone. Has a slow temper, but when he's mad, he's MAD.
Power: Omnipresence*, Higher-Element Magic
Weaponry: A long, thin rapier and multiple small daggers suited either for close combat or throwing. Claw-like things worn on both hands makes Vane a vicious enemy when he finds himself otherwise dis-/un-armed. Teeth and wings also make rather good weapons and Vane is certainly not above biting people if he feels he has to.
Other: Fairly antisocial...except where it concerns women.

*Omnipresence: The ability be anywhere and everywhere at once

i said omnipotentce and omniscience should be oitlawed, like nobody could have them, because it's not fair for someone to know everything or to be all-powerful. more than one person can be omnipresent.

yah. omnipotence is basically outlawed in a lot of rp groups under the saying 'no godmodeling'...omnipresence doesn't really fit that because it's not a fighting/killing/war power, like the other two
