Europs got a bunch of water stones from her base and gave them to Echo.

found the stones and gave them to Leader Echo

Leader Echo uses her drill to make a secret base. She quickly lets a pokemon out to guard it then goes off to terrorize trainers under ground.

*Drake sends out a pokemon to stand gaurd also*
He follows after Leader Echo and says,"Time to ruffle up some feathers, MHWAHAHAHAHAHA!"

He catches up with Leader Echo and asks if he can help.

"Sure. Just start finding and wreaking bases. Steal some stuff. Capture flags. That sort of stuff." Leader Echo walks over to a secret base and disappears inside. She runs out a moment later, holding a bag full of items and a flag. "Here, take these to your base. Make it look pretty." She hands him the flag and bag.
