Ya I would pick 13 too cause not alot of people even knew it existed till everyone found out and it is the best.

13 is NOT Beast! Ya know why? They don't eat SQUAT! They live UNDERGROUND! They got destroyed by the CAPITAL! They are cowards and watch innocent people die in the Hunger Games, and the Hunger Gmes IS COMPLETELY THEIR FAULT!!!!!!! And their leader is so BAD one of their most important members KILLED HER!

and i would still pick district 13 because they r so awsome the capitol left them alone and in district 1 or 2 you could get fat and that'd be even worse for you if you got picked for the hunger games so =P
but ya i guess i'd try to go far away in a little boat

In district 1 and 2 they were born for the Hunger Games and they have like a 50% chance for winning every time!
But i mean if u want to be a coward and never see the sun and watch the hunger games 75 times before u do something about( also consider that the hunger games is all there fault!)!
The boat idea would be impossible, but the only place where they would be a tiny tany chance would be in district 4, but I'm sure that'a heavily guarded
