We could all make up a tribute or two and then the game makers make up the arena and junk. Gamemakers couldn't make tributes. To be fair, when the tribute goes to kill another, we both have them pick numbers and do a random number generator thing and whoever's number is the closest gets to keep living. That way everything is fair.
