Tomislav I have found that Phlebas is a Phoenician in Part IV "Death by Water" from T. S. Eliot's The Waste Land, who has died by drowning. In death he has forgotten his worldly cares as the creatures of the sea have picked his body apart. The narrator asks the reader to consider Phlebas and recall his or her own mortality.

Having finished Consider Phlebas, I wonder if anyone is familiar enough with The Waste Land to say whether there are any plot parallels other than (view spoiler).

I don't think there is much in the way of plot parallels, but a bit further on there is the line "look to windward", which is the title of another Bank's book.
