Um, just wondering, what does it mean by 'State Alchemist name'?

Like Edward in the series is given the name Fullmetal Alchemist

Another question... Are our charries allowed to be able to do alchemy without a circle, too?

Hmm...... Sure but if they do that they'd have to have gone through the gate of truth..... So that means they preformed human transmutation..... And that also means they had to sacrifice a body part..... And you'd do it by clapping your hands together then placing them on the object you transmute such as the ground, a wall, etc. But only a could characters can do this
