I've heard talk about Victoria's Daughters being good but I haven't read it so I don't know if that talks about her life at all or just her daughters. Are you looking for fiction or non-fiction?
Becoming Queen by Kate Williams is fairly good for nonfiction. So is We Two: Victoria and Albert: Rulers, Partners, Rivals by Gillian Gill, also nonfiction. Jean Plaidy wrote The Captive of Kensington Palace which is fairly light, but a good introduction to Queen Victoria's childhood until she became queen. Hope this helps.
