Has anyone here purchased e-books on Amazon before? Do you still use a VPN to skip the verification process when buying from Amazon US Kindle Store?

VPN is not needed. You just need to have a valid U.S. address (you can get one from VPOST or other similar services if you are not a U.S. resident) as your Amazon account's address in order to have the books available to you.
To buy a Kindle book, you either need to use a U.S. issued credit card or buy an Amazon gift card and credit it to your Amazon account balance.
i always use vpn to be on the safe side. amazon is not licensed to sell ebooks(most of them) in singapore.there *has* been cases where people do not use vpn and was questioned by amazon. i dont remember what was the result but i think the sale of that ebook did not go thru.
however i do have a few friends who buy thru amazon without vpn and never got caught. i think its more of what ISP you are using and the IP addresses range u are given. if amazon doesnt realise its a singapore ip den its fine i guess.
I can't get the ebooks from Amazon even with a US address in my account. I kept getting the "This title is not available for customers from: Asia & Pacific" message.Anyone can help?

Change your region settings to US. You should be able to download it.
