I mean if we do cannon...there are like five billion characters

and if we don't...then that just is impossible

plus this place is extremely complex

If you're going to do cannon, why don't you just include the main characters and leave out the minor ones?

How would I decide which are "main" and which are "minor"?

Let's put it simply. Main will be the ones that you see every single time and the ones that come back into the series from time to time. Minor are ones that come into the series once and doesn't come back again.

This is your group Matt. You decide how you want to decide which are the main and which are the minor.

In either way their would be a whole bunch of main ones, without most of the characters, there would be no story at all -.-

Make it up or something. Or, just take an arc and follow that.

That would work for fairy tail because you are always coming back to the same place, the same area...

but in one piece you just keep moving and you never go back to the same place, you just keep going...and every step of the way the story gets more detailed and complex

Well, think things through yourself. I'm not that far into OP so I wouldn't know so much about the arcs.

I didn't start a single episode yet. Waiting for volume 12. It's during the part when Luffy almost got beheaded/killed by Buggy and Alvida but was saved by a lightning strike.
