What is the impact of having something like the scramble suit in the book?

William Gibson in his novel ZERO HISTORY has "the world's ugliest T-shirt" as a notional means of 'disappearing' from CCTV records - since most surveillance footage is scanned after the fact by various computer algorithms, it's possible that by dressing appropriately you could be effectively rendered invisible to the recognition software. He's deliberately vague in his description of said T-shirt, but I imagined it as looking like the 'dazzle' camo used on some WWI warships.
