This is a secret hidden building built into the side of a mountain located isolated from the rest of the morbid world. It is where government officials can take a rest in the apartment area, where gifted prisoners that have been recently captured are sent to the prison and also where the drained emotions are sent to to later be sent to the dealership. It is extremely secretive and only government officials and a select few know its whereabouts.
