I'd start with Once a Warrior King because it explains what COIN is without ever using the words counter insurgency. Population control, stability and security are illustrated in a hell of a story- brutal, sometimes funny and always relevant.

Imperial Grunts and Forever War are also excellent in the broad strokes.
