“С Решение "Б" N;27 от 7 август 1951 г. Политбюро създава аналог на съветското ОСО (Особое совещание) - Специалното съвещание при НКВД, като орган за извънсъсдебна репресия, когато липсват доказателства за съд или те не могат да бъдат огласени по оперативни съображения. ОСО налага изпращане в лагер, принудително заселване или изселване само по материалите на следствените и оперативните работници, без участие на защита, в отсъствието на обвиняемия и с експедитивност, която позволява масовост на репресията.[...] Създадената от Политбюро комисия, неформално наричана Специална комисия, също така по административен ред, без защита и в отсъствие на обвиняемия, налага срокове на въдворяване до 7 години, въпреки че според закона срокът не може да бъде по-голям от 1 година.”
