Meritocracy has to go beyond paper quals and be related to character and motivation. Dee Hock, founder of Visa International, describes worthy values for hiring and promotion to be 1. integrity, 2. motivation, 3. capacity, 4. understanding, 5. knowledge, 6. experience.
You can question the way meritocracy is applied or executed, but in principle, I believe, is as fair as we can possibly be in choosing people.
