The theory that European state building was driven by the need to wage war establishes a relationship between the 2 which simply can't be applied to other regions e.g. why have regions that experienced long term warfare failed to develop state institutions (melanesia)? Why did warfare weaken and not strengthen states in latin America? Why did some regions experience less conflict than others? (China and India)
