I think that that scythe at Citras house was just trying to comfort her with the idea that she had some control in the situation, however, the next scythe that we encounter with Roman shows that they do not. They are above the law and use mathematical statistics to determine who will die…no one has any control but the scythes and still somehow they hated Roman.
