And the reason I believe that Killian knows is because he is kind of dismissive when Meryn mentions the Siphons and he basically seems like he is distracting her with intimacy, but then again he claims his father keeps things from him. So maybe he doesn't know.
Anyways, this might be the most outlandish "theory" ever, but I feel funny about the royal family.

Okay, I am probably very wrong about this but-
Everytime Meryn interrogates a Siphon, they genuinely seem unaware of the children being taken. They might just be "playing dumb" but I believe that King Cyrill actually has something to do with the children being taken, I don't know what hia motives would be but for some reason I have a weird feeling about him. And I also believe that Killian knows.
