Ok, I live in the Town of Brookhaven and Port Jeff if part of the town of Brookhaven. If she's talking about Brookhaven Hamlet, it's tiny and I doubt he's finding a lot of construction crews there. I love everything by Tessa Bailey that I've read, but being from the area her books take place in make little inconsistencies like this make me so annoyed!
