I am pretty clear by now that book didn't intend to have a story to begin with. It's a collection of views that Ms. Roy has thinly woven with few characters to hold the bindings together. In first few chapters you get a glimpse of Gujrat 2002, Tribal rights, displacement due to dams, the toxic communal environment spread by the nationalist party and the rest. It is a mish-mash of her political essays.
