10. Avoid the unlucky
11. Keep people dependent
12. Selective honesty

Though the Germans were passionate about the idea and theory of eugenics in the early 1910's, it would be the Americans that initially made eugenics, selective sterilization, and racial hygiene a full-fledged national operation. Part One ends with a brief overview of the Better Babies Contests, Beck vs. Bell, and the various propaganda films made in American in the late 1920's to spread the need for 'better' genes.
