I wish I could say that I have some great answer for this one. Usually I 'deal' with it by driving everyone around me nuts! But no, honesty I usually try not to stress out about it. When I have a story to write, I just write it. When I don't, I try to do something else productive in life until another story occurs to me.
One thing I will say is this--don't let ANYTHING get in the way of your dream. Writer's block in my experience is often a misnomer for depression over others' invalidation of my work. When I find that this is the case, I just tell myself, "The only way to prove them wrong is to flourish and prosper," and then I go ahead and MAKE myself write. Even if it's initially painful, I'm always happier at the end of an hour spent banging my head against my fist to come up with the next four or five words, than an hour spent moping over how I'm "not a good writer", etc.
The ONLY person who is allowed to criticize my work is my editor. Everyone else...I just don't give.

The create. When I sit back and recognize that I have just created an entire universe--with its own natural laws, people, and unique history, that is the best moment.

Don't be an aspiring writer, be an author. That's my first piece of advice. As long as you "aspire" to be a writer, you're likely not actually WRITING. You have to write to be a writer. Sounds dumb, but try keeping metrics on how many words you write per week of an actual story.
My second piece of advice is to treat your writing as a business. Like any entrepreneur, you must invest time and probably money into creating the best possible product (your story) that you can. Finding a publisher is a similar activity to finding an investor for your new or upcoming business. Treat it as similar; be professional in what you do--invest time and your hard-earned cash into becoming the best author you can be.
