This will sound glib, but I don't believe it's a thing. Or, rather, it's a term that describes a different malfunction: not being prepared. If you've done your prep--your reading, your listening, taking notes while you're LIVING, and not just while you're at the desk--you can hit the pen/keyboard hot every time. Don't work until you have something to say; something you've kneaded in your mind and are desperate to get out. The work is in making that "something" into well-written prose. The work is plumbing. The WRITING is planning the job.
