Don't ever listen to people who give destructive criticism, they will crush you, and for no good reason. Find people who give you constructive criticism, and surround yourself with them. They will encourage you and you WILL become a better writer as a result.

First and foremost, ask your friends and other writers for feedback on your ideas. It can shed light on which ideas are deserving of focus, and which should be developed more, or abandoned.
If you're very solitary, find a place or a thing that gives you inspiration, and try to concentrate on that feeling, immerse yourself in it, and start with writing one sentence. More will probably follow.
Or, set yourself and arbitrary deadline, and commit to meeting it. It helps to put pressure on sometimes.
