In the future where Dart lives, Artificial Intelligences (AIs) have acquired the same legal status and rights as 'flesh and blood' people - although subject to certain controls. These rights were established as a reward for two key developments by the AIs: the Gravity Disruptor technology that provides viable interstellar propulsion; and advanced cryogenics that enable humans to survive centuries-long travel.
We're an inquisitive and adventurous species. In my opinion, as soon as migration to the stars becomes possible, there will be an endless queue of volunteers.
As an aside - I suspect the way we are ruining our home planet, if it continues, will provide a powerful departure incentive.

Dale Renton I always wanted to visit the Land, the real hero (for me) of the First Chronicles of Thomas Covenant. Covenant was not a character I ever liked, but I fell in love with Donaldson's magnificent setting in those books. (That's why I never liked the Second Chronicles, where the Land is systematically and irrevocably destroyed).
Dale Renton "Dunkirk - The Men They Left Behind", by Sean Longden is one I'm looking forward to reading for a couple of reasons. Firstly, I have a keen interest in WW2 history, and this a story I know next to nothing about. Secondly - in my own writing, I always try to put the protagonist in one difficult situation after another. This may give me some great ideas!
