H.D. Bailey The two best things an aspiring writer can do is read and write. Reading will help give you a better scope for your writing, especially if you read beyond your chosen genre. Writing - even if what you are writing is uninspired, will give you experience and exercise your writing "muscles". It will help give you insight into your voice and perhaps areas that you need to work on.
Beyond that, remember that the best writing is not done in a vacuum. Friends (call them "editors" or "beta readers") can often see problems that you have missed, because when you read your work, you are reading it as it is "supposed" to be.
H.D. Bailey I usually switch to a different writing project for a while. Barring that I will find something else which I can focus on for a time. For me, writer's block happens most when I'm getting to close to a project - what I need is some space, and a chance to let my mind disengage from that work.
