Never experienced it.
I have dictation machines/voice recorders/phones/computer files/to do lists/notepads filled with ideas; some total rubbish and some gold.
I never censor the ideas because if you stifle the bad ones, you stifle everything. My life is filled with Eureka moments.
I have one dictation machine Amazon delivered and the next day it had a complete novel on it, but I haven't written a word of it yet. I went for a walk, started dictating and didn't stop till it was finished. Yes, sure, it's going to take a lot of editing and the plot may vary, but it's all there in one go.
I think writer's block may be caused by thinking an idea is too stupid, and if you tell your brain it's stupid, it tends to keep quiet to avoid further criticism.
