Don't waste time rubbing elbows with other "aspiring" writers. Real writers never play well together. Spend your time networking with established people who can help you get an agent or a good entertainment attorney. (Fact of life.)
If you are primarily a writer of literature (as opposed to a deadlined journalist or a blogger) write at least an hour a day to maintain self-discipline and always write material that can in some way be utilized for a publishable project at a future point in time.
Leave yourself just a bit hungry to keep your work going, i.e. always save at least some of that excitement and hunger for tomorrow's work. Play a healthy bit of teasing with your own talent and mindset.

I don't because it doesn't exist. The term is a cipher, given far too much power by those who employ it to describe the rather mundane, natural, and common experience of dryness. Every writer experiences such "episodes" to some degree, but these are temporary; once the mind is properly refreshed, it springs back into its usual modes of action, creatively speaking.
If a writer experiences extended bouts of creative crisis, then this is almost always a sign of some deeper, more serious psychological or spiritual conflict underlying the creative process and life in general. These issues must be addressed by honest self-reflection and possibly even professional help in order to restore balance not only to creativity, but to the many other facets of daily life.
Make no mistake: it's never about the writing. Those who claim to suffer from such a "malady" in a serious way are usually experiencing the real "blockages" in other areas of their personal lives, e.g. unresolved real-time family problems, romantic entanglements, work-related stress, financial issues, etc.
Restore general physical and spiritual health and the human machine soon begins firing on all available cylinders.
