I have actually never understand that term. I spent my entire career in public relations. I wrote perhaps hundreds (thousands?) of speeches, press releases, news articles, whatnot. Everything I wrote took time, think-through, research, tries and retries. Which led me to the conclusion that all writing is hard work. So when I hear "Writer's block;" I think, "work harder"
