Who Should "Own" the Rights to Genetic Engineering?

With all of the advances in genetic engineering, who should own the rights to these procedures? Should they be subject to patent protection or stay in the public domain? Maybe the government should own the rights to these exciting procedures. Any of these possibilities are fraught with potential problems. What do you think?
