نائب رئيس مجلس الدولة المصرى عند قيام ثورة 23 يوليو. وهو الرجل الذى اقترح على الضباط طرد الملك وأفتى لهم بالوصاية المؤقتة هربا من دعوة مجلس الأمة الوفدى المنحل حيث كان مناوئا صريحا للوفد مما أدى فى النهاية الى تثبيت أركان الحكم العسكرى فى البلاد. ولم يقل جزاؤه عن جزاء رئيسه المباشر السنهورى رئيس مجلس الدولة، فقد اعتقل لفترة ثم أفرج عنه وللحق لم يضرب بالحذاء مثل الآخر
