Who's pulling the strings on domestic terror plots?

Domestic terrorism may have an international component.

I recently discussed the White House UFC terror plot with various news stations, including FOX 5 DC and the Lily Broadcasting Network. The initial reaction is to refer to the conspiracy as domestic terrorism because the known plotters are Americans with extremist anti-government views. But who’s pulling the strings?

The known UFC plotters found each other online. Law enforcement can’t rule out the possibility that an overseas agent of a foreign power incited young, disgruntled Americans to take tangible steps toward an attack. Such clandestine foreign activity operating from the shadows of online anonymity certainly fits the model used by various governments and groups.

The potential for foreign involvement in a domestic plot reinforces the apolitical nature of national security. Tools such as electronic surveillance and robust whole-of-government analytical capabilities are as important as ever. The UFC plot was foiled when the parents of one of the conspirators stepped forward.

When dealing with terrorism plots originating online, identifying who started the conversation is as important as who’s running with the idea.
