I just don't agree with this premise at all. First, it's politically impossible. Second, it's the wrong comparison. The Manhattan Project was a super-secret one. We've done the super-secret thing with UFOs for 75 years plus now. This new way is about forces from government, military and, especially, the public coming together to discuss it.
