Interesting. I like that point of view. Could you give an example of free will willing us in a direction?
Perhaps it's unreasonable of me to want some evidence before postulating such a force, but besides that point, your concept of free will doesn't sound any more free to me than a complete lack of free will does. In other words, a universe with a "free will force" - a fifth fundamental force, if you will - would be just as deterministic as one where only the four known fundamental forces exist.
