Since posting this question, I've read an interview with Herman Koch in which he says it's a disorder which may or may not be on the autistic spectrum but which he essentially made up. I find that rather disappointing; it makes the disorder into a sort of deus ex machina plot device.

As I was reading I did wonder if he was referring to XYY syndrome which is anecdotally more common in criminals. It isn't named after a neurologist and isn't inherited but would be identifiable by pre-natal chromosome analysis
