To answer the same question, updated for "The Zombie Leza", I started with the idea of a woman who could communicate with zombies, but then I had to step back and question how zombies might come to exist, and exactly what they're capable of, in order to craft a reasonable limit on what they can achieve. The rest of the story flowed from there.
