So it's possible she might identify as what we would now call a cross dresser. One possible historical term at the time would be tom.
However, were the Finishing School series in a modern setting, Vieve might indeed be transgender or perhaps gender fluid using they/them pronouns.
In the end, I write the character for you, so if that is how you would like to see and identify with Vieve, than please do so.
