No, actually, there is no way to get the latest version unless you convince Amazon to make that possible, and they don't like to do it. I tried with my own book, so don't believe everything they write.
I just went to "manage your devices and content" and downloaded Girl Rides the Wind ... and it downloaded. But it downloaded precisely the same version I read before, including all the notes I had marked.
I've run into this problem with Amazon before, and it's infuriating. A few people have reported getting the new version of Book 6 pushed out to their kindles, but others have reported the same experience as you have. I wonder if it isn't model specific. I know they pushed it out to the kindle app on my phone, but not the one on my laptop. I've also been trying unsuccessfully for years to download the revised version of my first book and always only manage to get the original version.
They can be ridiculously rigid and bureaucratic. But hey ... they own us. They can do what they want.
Actually, you CAN download the up-to-date mobi. Login to KDP, click ..., select edit details, go down to the language about previewing the book, and click on "Download Book Preview File".
Then back out without making any changes.
