Sounds like a great project. I would start writing down memories of mom, things that were good, even bad things if they were monumental to you. I've never written a non-fiction or biography of any kind. But when I do start a story, I sit down and think of my characters and talk about them. I put them in dastardly plots, which you wouldn't make up for your biography. Yours is about real things, real life.
So, I would probably pick up some 'how to write a biography' type of books and see what those say. And seriously, start by writing little vignettes on memories of mom.
My mother is deceased too. It's hard, sometimes, to know she's gone. My thoughts are with you.
