K.C. Riley-Gyer In my opinion, there is no easy solution to your question. It is something each of us needs to work out for ourselves.

Mum Barnett Thank you fore that, What if a person puts in a story and it is refused. What should they do?

K.C. Riley-Gyer If reasons are given for the refusal then work on the story so it eliminates the reasons for that refusal. If no reasons given then try someone else. This advice is more based around traditional publishers but if you go through self publishing, as long as you pay, they will usually take your manuscript. The addition to my original advice is to make sure you get it edited before submitting for publishing.
