I'd take her out. If she refuses to acknowledge after you PM her yet she is active on other groups than remove her.
I get what you're saying. I mod a group of 950+ members and I am constantly trying to find ways to entice participation. First I think you need to invite more members to join. Second I think you should look at other sucessful groups and see how they get people to participate. And then make similar threads (that's where I find most of my games). Then add more threads. AND after more people to start participating, I'd look for a new mod. I'd look for someone who wants to see this group suceed just as much as you do. Look for someone who constantly participates, is friendly, and knows how to mod.
That name game (Do you know someone by the name of...) seems to be really popular. So does the 0,1,2,3,0! game. Members count as high as they can and then when a moderate comments, the mod says 0 and everyone has to start over again.

Invite friends who you know participate a lot in other groups. Get other friends to invite friends. Get active co-moderators who participate a lot to help you. If they are as committed to your group, your group will succeed.
Ok first on the upper right hand side of your screen click "members". Scroll through the page(s) until you find the person you'd like to make a mod. Then click "make a moderator" which is at the bottom right hand corner of the rectangular box surrounding that member, right below where it lists the number of comments.
