You can create royalty for another town outside of Dunberry who comes to visit. And yes, you can make a spy.

You can make any of these.

I think everything up there is.

Anything without a number you can have unlimited, but the ones with a number is how many are left of that specific job or person. I hope that helps. Just ask if anything else confuses you.
