A pheromone has filled the entire city. Nobody knows when exactly that it happened, but when it came in, everyone had a sudden need for sex. They were crazy about it. But the pheromone, fortunately, only took effect when the person hit puberty. Nobody is immune, however. (That means you can't create characters that are.) Also, the pheromone's presence became bad enough that they had to legalize rape in order to keep people sane.
