This group has Eeveelutions that are not shiny-colored, but not normal-colored, either. There is also an evil organization that wants to lock up all the "colored" Eeveelutions b/c they think the CE's are dangerous to the normal society. This organization sends unknowing normal Eeveelutions to gather data on CE's & then present that data to the organization.
